How about 16 graphics cards in 3U!:

10 cards in the front, 6 in the back. It is limited to 3600W total, or 225W per card. It has been designed for use with Tesla M2050/M2070 cards (225W TDP).

That Dell chassis only supports 1 slot PCIe cards, the GTX series will not fit.

The chassis supports M20xx cards which are double-width.

It easy to verify: a 19" (48.26 cm) rackable chassis has a typical internal width of ~43cm which is enough to hold the 10 double-width cards (4cm) in the front, plus 6 in the back.

The only thing that might be a pb is the position of the power connectors, and the length of the card. For example I doubt an AMD HD 5970 would fit.
